Proac Response 1.5 woofer question

I have a question concerning the woofers on my Proac 1.5s. If I push on the outer cone of the woofer it moves back and forth as expected but the inner part of the cone moves around the copper plug. The plug does not move, it is detached from the outer cone. Is this normal? Every s[eaker I have owned previously had a dust cap that moves and is attached to the cone. I recently purchased these used and am not sure. They sound fine BTW. Thanks.
