I believe the Storm II was a similar (if not the same) driver as a Storm III with a 100W amp vs. 150 (in the Storm III). It also the Rel logo neatly carved on the box. I've not heard the Storm II. I use 2 Storm IIIs in the main system (for stereo). I have a Strata III in the main system on the rears (and a Q150 on the center). I used the Strata in the bedroom system for a bit before moving it to the main system. I'd say it has more to do with what main speakers you will use it with, your room and listening habits vs. a general side by side comparison.
