I haven't built one for the 604, but I have built many active crossovers for many different loudspeakers. The Altec 604 shouldn't be a problem. The crossover frequency varied with different versions of the driver, so you probably need to find out where it is supposed to cross over, and start there. You can probably tweak the crossover point, too, if you wish. I would recommend also using a series capacitor in line with the HF driver to act as protection from DC offsets or amplifier failure (if you are using a solid state amp). If you are using tubes, you don't need to. The series cap can be selected to form one of the poles of the hi-pass section of the crossover, or selected to become effective an octave or so lower than the crossover point, if you don't want it to form a pole. Use a high quality film capacitor. Once you bi-amp, you will never go back to a passive crossover.
