My colleague in my college orchestra, Joe Edelberg, joined the Oakland Symphony not long after graduating, which then promptly folded (I think I was still in college when I heard the news). Joe has been concertmaster of the Santa Rosa Symphony for many years, plays in the San Francisco Opera Orchestra and other orchestras, and teaches at Sonoma State University, according to SSU's website.
Meanwhile, I think Oakland still has an orchestra, but it's a much smaller-scale operation (right?). I think that's the best-case scenario for a lot of American orchestras: continuing on a smaller scale.
Edit: But great to hear about the music programs in the Oakland school system. IMO that will help in the future,
