It originated in the Urban Black ghetto, and indicated a contempt for, and a rejection of, Western culture, since that was mostly a property of white people.
Then, AFTER that, the 'intellectuals' to whom you refer adopted it as a deprication of their own society.
As has been so often the case, the larger, white society has absorbed, adopted, and made popular the expressions [large and small] of the African American community. The Sixties did a whole lot of that.
