The issue with streaming is primarily the price

$10/mo for access to the entirety of recorded history is not financially viable, for those on the side of production that is. There needs to be tiered rates based on amounts of access, and significant access needs to be closer to $50 monthly at minimum. Of course at those rates the participation and enthusiasm on the consumer side will look a little different, but with tiers allowing some limited streaming access would allow people to explore while still having a concept that music is not a hobby for those that make it. And there would still be a reason to make purchases instead of the current model which removes all incentives to purchase.
