If you think that France isn't one, please visit Portugal and Spain. In the Northwest, you'll find a strong Celtic influence. In the Northeast, you'll find a strong Gothic influence. In the South, you'll find a strong Arabian influence. So what?
Belgium and Switzerland, for example, aren't considered Latin countries; only one third and less than half of Belgium speak French.
The Roman Empire set the basis of current European Latin countries. Uses, language and religion are some of the aspects you can rely on. Romania was the Eastern Roman Empire for a whole century.
Perhaps next you're going to say South American countries aren't Latin?
