The agency is the Federal Trade Commission, and the issue is the record companies' practice of offering money to retail stores to advertise certain music CDs ("cooperative advertising"), as long as the retail stores sell the CDs over a set price. "Abnormal price" in my book.

As I understand it, the companies agreed to drop the set-price restriction, hence the speculation that CD prices will drop.
