I don't know, like Abe, I just took the image you posted above and opened on my Win 10 computer in editor (in my case, IrfanView), rotated clockwise twice, saved file, then uploaded here ...
In any case, the EXIF convention is kind of messed up, some software supports it and some doesn't, so sometimes images are orientation corrected and other times not. You can read more about it at link below.
