Audacity does have a Normalize function. I loaded an mp3, selected All of the track and then selected Normalize. The Normalize default settings are
1 Remove DC offset (center on 0.0 vertically)( https://www.fosshub.com/
2 Normalize maximum amplitude to -1.0 dB (the -1.0 is adjustable)
3 Normalize stereo channels independently
The first two are enabled by default, the third is not enabled.
I changed the normalize max amp from -1 to -5 then normalized. The volume was lowered equally for both the high and the low volume content so nothing was gained. I don't understand the Normalize function.
Highlighting segments is possible but very time consuming because high volume segments (outgoing) must be adjusted lower and then low volume segments (incoming) need to be adjusted higher to match the rest. I have done that using a program called mp3DirectCut ( https://www.fosshub.com/mp3DirectCut.html ) which is much easier to use and understand than is Audacity.
Doing the segment method, for me, it is very time consuming. I was hoping for some way to Select All and then have the volume adjusted equally with one click.
