Are you asking me for my 'legal' opinion on the matter?

If so, my rate was $350/hr in the 90's, so that would be around $500/hr in today's market, I suspect.

Just kidding, of course (well, not about what I charged way back when.)

Okay, the issue would be local noise ordinances (dB level limits) and the like, first off. Along those lines, if the loudspeaker program could go off after 10pm or before 6am (the usual spread in lots of areas), then the clown could be hammered on that, as well. This involves government type enforcement rules. But getting the appropriate folks out there to do anything is a big Q, I am sure.

So what about private enforcement? Well, that gets murkier, depending on the statutes and state common law regarding the rights and obligations of homeowners/property owners in such circumstances. Restraining orders and such? Maybe, but not likely, as courts are usually pretty loathe to get involved in such tit-for-tat stuff, unless a law or decision is very specific. Law of nuisance is a promising avenue, but again, depends on the civil laws and decisions that vary from place to place. And it is costly, unless you are an attorney or skilled at legal matters as a layperson, which many are not, and the pitfalls of same are myriad.

As for criminal nuisance or other types of criminal violations, wow, that's pretty remote. This is more a civil arena type problem, but if you know (or frequently blow) the local judges/police/prosecutors, well, anything is possible for a wealthy, well-connected donor or crony.

Nope, you nailed it square on the head: be nice and calmly discuss the problem, maybe even over a beer or two. Peace offerings really help (as I mentioned above), and copping intolerant attitudes are usually not a good idea when trying to win friends and influence people.
