Pure speculation on my part but I don't think the preamp needs to be on. My reasoning is that the preamp will provide a load whether it is on or off and some of us (not me but others) use passive preamps. It's sort of like the question does a tree make noise if it falls in a forest with no one around or that other mystery concerning whether the light in the refrigerator turns off or not when you close the door :).
