He is contractually tied to selling at the final price.I personally have been avoiding selling on Ebay lately because of the size of the fees, which is indeed quite high when you factor in Ebay + Paypal. When I do sell on Ebay, then I play by the rules.
In a nutshell the percentage is about right - although it varies depending on Ebay's location - but not the way it's dealt with. It shouldn't be on you at all.
