RE: Who even does COD anymore?

Last time I checked, UPS did COD delivery for an additional fee. The shipper is required to wait for you to answer your doorbell so that you can inspect and pay for the package. Knowing that the delivery guy is probably in a hurry to get going, I would never immediately refuse a package unless heavy damage to the box or it's contents was easily discernable. If you are not home when they come around, instructions will be provided for pickup at the nearest shipping center.

The best solution might be to arrange for COD pickup at the nearest shipping depot. There, you can usually inspect the contents for damage or misrepresentations at your leisure.

Mind you, I probably would not bother with COD unless the item costs over $500 and the seller has zero or questionable feedback ratings.
