If not, I probably won't buy.I would cover any COD charges but the seller must also be willing to cover return shipping charges (if applicable) if the item arrives damaged due to poor packaging or if it does not match the seller's description. Ebay purchases are sometimes covered by a "buyer protection" plan and in such cases I might be willing to buy from a zero feedback seller.
