Balancing tonearm for Dual CS - 515

Ok.I've got an embarrassingly simple question for all you out there, so please forgive my ignorance. I'm a beginner to vinyl and record player's and need some help. I've just inherited my dad's record collection and I went out and purchased a second hand turntable so I can give them a spin for sentimental reasons. I bought a Dual CS-515 for $100 (I'm guessing this was a bit too much?) with an Ortofon omp 10 cartridge. The problem is that I want to balance the tonearm but when I try and set the tracking force the counterbalance has no dial on the front. There is a large ring at the base of the tonearm with digits from 0–2.5, but I thought that this was for height and not tracking force adjustment? I've looked at other pictures of the Dual 515 and it seems that all the counterbalance doesn't have a dial on it. There is a small dial on the side of the tonearm which I presume is for anti skate.
I just need advice if anyone can help because I love vinyl and I don't have long before I can return it.
