So my first guess would have been Flamethrower, as that seems to be a pretty good way too, albeit a bit messy perhaps. (But then I thought that it would probably be a one time event in a person's lifetime, so that might eliminate it from contention for being the "best way" to set your eyebrows on fire. That and the fact that not only would your eyebrows go up in flames, but pretty much the entire facial region.)
So my second guess would be Bic lighter, (having had similar experiences at concerts while trying to light certain types of cigarettes).
