It's rare that you will even find anyone that has heard of Steam Punk. It's not exactly a major sub-culture like the hippies were in the 60s. While I only know about it through my sister who is in her late 50s, I gather these are folks who have somehow formed a loosely knit social community and enjoy masquerading as people from a bygone age. Strange contraptions, gears and social gatherings in costume seem to highlight their activities. I get the sense that SP is rather harmless and attracts people who don't fit into the mainstream of society.
