Hi
I believe the best solution for a hearing impaired person is an infrared headphone.
These come with cables to connect to your TV audio outputs or headphone jack.
Preamps are not great at driving headphones, besides, there is the nuisance of two remote controls and a headphone cord to trip over.
The link below is the second that came up on a search. You will probably find better prices if you shop around.
