could a preamp be used to drive headphones?

a follow up to an earlier post. could i come out of the preouts to an rca to !/4" phono plug adapter and into headphones, utilizing the preamps volume control? i want to use this for my hearing impaired mother to hear her tv. another alternative would be a cheap stereo reciever w a headphone jack. i already have an old onkyo preamp not in use. thanks so much for your help.
