I worked in the bicycle industry during the 1980s and 1990s when much of the manufacturing shifted from the U.S., Europe and Japan to Taiwan and then from Taiwan to the P.R.C. I'm aware of several instances where the manufacturers in both Taiwan and the P.R.C. switched materials or manufacturing processes to less expensive ones when they thought the Western client company wouldn't notice. I think this is less about Chinese culture than it is about the global pressures to minimize costs by moving production to less expensive and less regulated countries.
