I've been doing this for a couple of years now. I first tried dedicated hardware (EyeTV converter) but found the digital video produced was poor. Much better quality is obtained from a simple, cheap, but time consuming process:
Play the analogue tape in a VCR which is connected to a DV camcorder with a composite video lead and record the output as required. Remove the composite video lead.
Connect the DV camcorder to a computer via DV out with a Firewire lead and play the digital tape you have recorded to import the digital video into your favourite editing program. On a Mac use iMovie which automatically picks up the digital video for import.

I have found the resultant sound quality can be very good: original analogue NICAM stereo is equivalent to FM radio. I use 16-bit sound conversion in the DV camcorder.
