I have heard that from Italians. I have heard that from Danes and Germans, UK folks and US shippers, all of who no longer ship to Italy.
If you ship to Italy, tell the buyer you will not responsible for loss in customs and have him use a form of payment that can not be reversed.
If you insist on shipping to Italy, make sure you and/or buyer have:
invoices for every item that is mailed and documentation that links:
form of payment (check, paypal, other receipts) to each good shipped and its tracking number.
Under no conditions declare the goods for less than their true value. Insure fully and make sure the insurance covers ("lost in customs").
I am not sure this is possible.
