I believe what you are referring to is the Gamow bag, developed in the '80's by Igor Gamow of Colorado to help relieve high altitude sickness for mountain climbers. Its a nylon body bag that the climber gets into, is zipped up, and air pressure inside the bag is increased by use of a foot pump. Used in the Himalayas, it can contain air pressure sufficient to simulate a decent of approx. 8,000 feet. This is a life saver for climbers affected with pulmonary or cerebral edema.
Its a temporary measure, not a cure. Climbers need to be at lower altitudes for much longer to fully recover. However, several hours in the bag can relieve symptoms sufficiently for the climber to descend under his own power. But as Charles said, this is not a hyperbaric device, just a sealed air bag.
