It really depends on how far you wish to go. If your looking for general info on 78 playback, Nauk's is a pretty good one stop shop. If you want to try your hand at restoration, a cheap software package can be had from Tracer Technologies. For more extensive attempts to totally remove surface and production related noise, I use a program from iZotope called RX. It's kind of expensive (although much cheaper than software that can achieve similar results) but excellent. The quality of your transfer is going to rely on the quality of your analog to digital converter. You can spend as much as you like but a good starting place would be a decent pro audio interface. Emu makes an excellent sounding one called the 0202 usb ($129) or you can find a used M-Audio Audiophile USB which has he convenience of RCA inputs (so you won't need XLR>RCA adapters). Check out Nauk's first. They might have AD converters too.
