Sometimes not..
Reason?
I can run the level to the stratosphere in my wave editor and play it back on hard drive and it does not fall totally apart..and is as loud (if not louder) than the loudest CD's. It is when the file is converted to CDA format that the medium itself has a hard time translating. CD players output circuitry clips adding insult to injury. So..yes, I can send a file out that is loud as hell...and it works..until it is put on CD and then it DON'T work anymore..sounds like ass.
...and...besides, the kids are getting used to the sound of compression and often associate it with "good", "up to date" and "hip"
It sucks profusely..and little chance of the industry turning back. Genie is out of the bottle and is too large to go back in. The genie bottle needs to be rewritten.
perhaps if CD players would eject the cd that had illegal levels (clipping) then the industry would be forced to do something correct.
The replication plants could begin rejecting them..this would be one answer..but what about the artist that wants it to sound like ass??
Hummm?
then that is what we do, work for the artist..so our hands become tied.
