You pose a difficult question assuming "similar quality" means that your system is already well balanced.If you are looking for the most improvement, then I agee with the others who say the loudspeaker; after that it's your amplifier. But if you are looking for the most cost-effective improvement, the decission gets really hard. Cables, especially speaker cables, might make a difference and are relatively cheap; (obviously I assume you aren't considering Nordost Valhallas).
Or here's another cut at budget priorities. I consider the amplifier as a potential major improvement, especially for people who are just starting to move past entry level -- your NADs and Rotels are nice but they aren't high end. So maybe your ultimate goal is those $10,000 speakers (which you can't afford). But when you get them, to do them justice, you'll need, say, a $3000 amp (which you can afford). Why not get the amp now? Invariably you will hear significant improvement through your current speakers and you can continue to save up for the new ones.
