Dranetz is not palm sized, is expensive and is programmable to measure power line anomalies, sags, surges, over voltage, under voltage, etc. MV in caps would signify Mega Volts. mv would signify millivolts which is acutally 1000th of a volts buts reads on the meter like 0.0001. Capacitive coupling between wires in a conduit or high harmonic loads like computers cause high neutral currents, millivolts or even volts can be measured between neutral and ground wires. I don't know how you measure EMI but you can measure ELF or extra low frequency electro-magnetic fields with a plam sized gauss meter. Where ever there is high current flow there exists an ELF field around the conductor. High current home appliances and CRT monitors have about a 40milligauss field surrounding them.

I would be very interested in what this meter was and what it measures in relationship to what the Monster power thing does. Their new HT power center thing much like the old MIT Z Center has gotten good reviews.
