"Mv" is UNKNOWN to me.
In the SI the "M" stands for mega, and "v" does not stand for anything. So he was measuring "Mega Nothing".
AC power has only few things that can be measured. And non of this things can be expressed with prefix "M" (mega). Not in the normal power outlet.
He was BSing big time to you, and he himself does not even know what meter/instrument he had in hand. (he would not be salesman if he knew it).
Whatever you heard to be related to whatever he measured is crap.
All considering that you stated "Mv" to be correct.
"Mv" does not exist in AC outlet.
