While I agree that dealing with the seller and VISA directly is the much better way to go. Dealing with Paypal is second best from my experience. Many sellers on ebay probably don't have the cabilities for VISA transactions directly so they use Paypal for this. Paypal belongs to ebay now, ebay is supposed to guarantee that transactions go through successfully, and I had no problems with my dispute with Paypal and the seller. I was credited for the amount in dispute. It did not take long to do. I was a bit inconvenienced but that is all. My VISA company told me it deals with this issue all the time with Paypal. It is very common. The key here I think is to have a good VISA company to start with to back you in these times. I stand by my comments. If you've been wronged, save your emails or correspondence (invoice), send the package back and get confirmation of delivery, and file a dispute.Dave
