Credit card Cos. not honoring chargeback with Paypal

Recently (in the last 1.5 mos.) I have been ripped off on three seperate ebay items. Each item was paid for with a credit card using Paypal. After waiting over 30 days for delivery from non-responsive sellers I tried to get my money back. The CC company tells me they wont chargeback the sale if payment is made with PayPal as Paypal is not the seller. Four months ago I was ripped off and they returned my money. Whats going on here?
