There are two kinds of liquid on the market for cleaning silver discs. The first type incorporate some kind of "optical enhancer". I would be wary of these as the enhancer can react with the playing surface of the disc causing a cloudy effect. This will not usually be apparent upon application and may take a period to develop. An example would be Optrix.The second type just clean. The best of these IMO is Disc Doctor MIracle CD Cleaner. I have used this for years and swear by it. You just carefully scrub the disc with it (preferably using a lint free cotton pad or the little brush that you can buy from DD), rinse and blot dry. I used it last night to rescue a new SACD which would not play a given track without drop outs. One application and all was resolved. Better than soap and water if more expensive (I have compared the two). A bottle lasts ages.
I like the recommendation of blowing dust off the disc first using compresssed air. A bit belt and braces (as we say in the UK) but safety first.
