This is commonly done mainly to minimise the cloning of the product rather than preventing others using the same ICs ie. loss of intellectual property - he is unlikely to be able to patent the circuit so is therefore at the mercy of a knowledgeable engineer opening up the box and studying the layout. If he left the part numbers on the ICs, anyone with a bit of no-how could reverse engineer, or immediately work out what was being done. By scrubbing off the labels, engineers might guess, but would have to spend more effort to work it out exactly if they wanted to use the exact same devices.
