the originators of upsampling were AFIK dCS. They did not initially come up with the idea that it sounded better but made professional sample rate converters for their recording studio clients. However Japanese amateur enthusiasts got hold of the converters and reported improved sound quality.
Subsequently dCS published a white paper which, if I recall, concluded that as there is no additional programme information created it is unclear what is going on beyond the fact that something is occuring.
However upsampling does move the frequency at which the digital filter becomes effective (Nyquist point) further away from the accepted audible range which is a reason some have cited as a cause for the reported improvement. Others find no improvement or even the converse particularly where the conversion is asymmetric e.g from 44.1 to 192 Ks/S.
