Strictly speaking, there isn't any passive power amplification, but preampifiers are voltage gain devices, and many people are using transformer volume controls in their passive preamps, and they are often configured for +6dB or more voltage gain, depending on what the users system needs are. And of course, there are still many users of passive moving coil step up transformers with much more gain than that :-)
