Foobar will do this and if you install the secret rabbit resampler it will give a much better result than most other resamplers.

Just right click on the flac file hit convert, then check the dsp box and make sure the secret rabit is selected (or whatever resampler you are using) and it will create an upsampled .wave or flac file.

Do a search in the PC audio forum for secret rabbit to find the link.
