Coupling Cap / DC Voltage Issue

I'm an amature attempting to modify my cd player. At one time I was measuring low DC voltage (+.002v) before and after the output coupling cap following the op amp. So I removed it...

Throughout the months I've performed additional modifications to the circuit and have now returned to the op amp section. I now measure +3v where the coupling cap originally was placed.

I placed the coupling cap back into its original position, but still measure +3v at both the incoming and outgoing leads on the cap. Is there a reason for this? I assumed that the cap would block DC voltage.

On further troubleshooting, I disconnected the RCA cable from the output of my passive preamp and connected a capicitor to the center pole, the other end of the cap hanging in air. Again, I'm measuring +3v DC on both the connected and non connected lead. The volt meter is grounded at the CD player.

I assume I've done something wrong, or the measurement is incorrect. Thoughts or help would be appreciated. Thanks.
