Application of a teflon insulation involves very high heat, t least for the PTFE types. The high heat tends to Burn bare copper, creating a black surface treatment. Thus for teflon, most manufacturers silver or nickel plate the copper to avoid the effects of heat.
That being said, FEP teflon has a lower melting point and can be applied without "burning" the copper. FEP teflon does not have the heat resistance of the PTFE's of course.
