Based on your information, perhaps it's best to start-off with a pair of speaker cables that can be penciled-in as something to upgrade in the future, and two pairs of interconnects as potential keepers that you can spend the majority of your current budget towards, with aftermarket power cord upgrades also being something to plan for sometime in the future. However, I suggest you at least upgrade the AC outlet installed at the wall with an Audio Grade make/model AC outlet right from the start. If you can't afford an Audio Grade AC outlet, there a number of moderately priced Hospital Grade products to choose from rather than using who knows what the contractor installed at the wall, who knows when.
A pair of 14/4 (11 AWG aggregate/effective gauge) stranded bare copper conductors with PE (polyethylene) dielectric speaker cable wired cross-connected (star quad) is a good entry-level option that would make two pairs of more expensive interconnects more affordable. What length(s) interconnects do you require for the system?
