Interconnects, speaker wire, power cords. Ask the Cable Guys.

I have some Belden 13964 to make up some power cables. Most of my gear has three wires, so no problem. But a couple of them only have two. What do I do with the drain wire for the kit with only line and neutral wires? Do I connect the drain wire on its own to the earth terminal in the wall plug at the power end? The earth wire isn't used at the equipment end, as it will have a fig.8 IEC.
