I haven't found any readily apparent hierarchy in determining what component benefits the most from a power cord upgrade. Some gear may seem to be more sensitive to power cord swaps, but that does not mean that less responsive gear should be neglected. I would rather choose to address each component as being an equal, but if push came to shove, and I were to start with one component, I would likely begin with the preamplifier power cord first, since I consider a preamplifier to be the heart of an audio system, and perhaps the most sensitive if not vital device vis-à-vis a power cord upgrade. YMMV
