Question about Cardas 2x21.5 wire

Percy and Parts Connexion sell this at 3.50ft. 2 teflon coated copper stranded with teflon wrap and copper shield.

For IC's, what's best? Combining the 2 conductors for hot and shield for ground or leaving the shield unconnected and the two wires hot and ground?
