Ask for the model number. I might be able to find the schematic and learn the tube layout and electronics quality. Gonna need a restore. No problem with parts and tubes. Since he says no power you need to check the power transformer so bring a VOM. Probably stereo amp and phono and a mono tuner. Worth the asking price. No sense not offering lower when you are there since he says obo. Good luck.
