If it were me I'd look at the capacitor in the crossover and if it's an electrolytic I'd replace it.

With a basic metallised-film poly-carbonate or polypropylene cap, same value. Is there a coil as well on the tweeter?

I'd consider padding the tweeter down a bit as well. 2-3db should do it.
