Totally agree with that advice, I'd just add that sometimes a careful visual inspection will reveal that a cap has leaked its goo or is bulging. Sometimes a very careful visual inspection will save you tons of time measuring and probing around.

Also, check all your supply voltages and make sure they're correct.
