There are a couple of possibilities-
one is that the grease/lubricant on the main tuning dial - the large wheel that is connected to the variable capacitor - is not even, or has dried out - do you remember where it was tuned when you received it? - either side of that point could be trouble (or opposite side) - with the lubricant missing the shaft may bind - and the string tension is insufficient to overcome the friction when the shaft is binding- you can try to manually turn the large dial through that point - and see if you feel any friction/binding-
you can try to rotate the shaft to work through the friction- you might want some Tuner Cleaner - or other spray solvent - and see if you can displace some of the old grease - the wheel may turn more freely at this point - then you will need to get a new lubricant into the bearing - a machine oil will work - or a silicone spray-
Be careful of supplying too Much - dripping is not good, and over-spray could affect adjacent bits....
