RE: d3a triode wiring

I guess I don't understand the question.

Pins 1 and 3 are both connected to the cathode.

The cathode normally goes to ground (through a resistor it you are cathode biasing the tube).

No real chance of causing oscillation.

Just use whichever one you want and leave the other one alone.
