Some things to look for:
1. Is the circuit copied from something else?
2. But it was a bad copy because
- some components are missing or
- have the wrong values or
- it was wired wrong.
3. It was not a good circuit to perform its function
3. Cheap and defective parts.
4. Bad soldering
5. Safety violations.This is why the previous suggestion was made to get a new amp. If you are intent on fixing it, Google "xiang sheng 708B tube headphone/preamp" as there are several posts on head-fi.org about modifying it.
