time counter

I have in fromt of me, a time counter. It is the size and shape as a standard fuse (AGC) like you would find in most electronics gear. It has a scale marked 0 to 10, I believe that is hours. It appears to be filled with mercury just like the old thermometers. It also appears to be maxxed out. Anyone know exactly what these are called, what they work on, (AC/DC, voltage, etc) and if they can be reset?
