Airplay is tightly licensed, so I don't know of anything that does what you want directly.
But there are plenty of DLNA apps for iOS. I have a house full of DLNA devices and my remote of choice is an iPad Mini. My favorite control point apps are Lumin on iPad and Kinsky on iPhone.
If you're trying to stream content that's on the phone, I've used 8player, PlugPlayer, and media:Connect, but there's lots of others.
My Linn streamers and my Marantz pre/pro support AirPlay, but the only time I use it is if I'm surfing YouTube on the iPad and want to put the audio on my system.
